Is it true Obama wants a civilian military and what are his reasons?

I have seen this many places and I actively follow politics but haven't been able to for a week or two and I would like to know why he wants to do this? I did not vote for him and can't seem to understand why he wants one? Is that going to be "his" personal army? and if so, does that mean he is on a path to dictatorship?
