I guess this might vary state to state but in California If they notified you that they will be entering within the certain time period (3 days in writing, by mail etc) then they don't need your permission to enter. So that might have just been a courtesy call and you have no choice in the matter regardless. Check with your leasing agreement to find out more information regarding this.
