Does "fear of god" really deter bad behavior?

It would be awful if my children only behaved well because they feared me. They behave well (for the most part) beacuse it makes our relationship more pleasant and they respect my authority. It is rewarding to have have a peaceful home. In the same way, children of God try to (for the most part) "behave" well so that their relationship is better.
